Minneapolis Community and Technical College and the Minnesota State Colleges and Universities are committed to a policy of nondiscrimination in employment and educational opportunities.  No person shall be discriminated against in terms and conditions of employment, personnel practices, or access to and participation in programs, services, and activities with regard to race, color, creed, religion, age, national origin, disability, marital status, status with regard to public assistance, or sexual orientation.  In addition, discrimination in employment based on membership or activity in a local commission as defined by law is prohibited.

This policy is directed at verbal or physical conduct that constitutes discrimination/harassment under state and federal law and is not directed at the content of speech.  In cases in which verbal statements and other forms of expression are involved, Minneapolis Community and Technical College and Minnesota State Colleges and Universities will give due consideration to an individual’s constitutionally protected rights to free speech and academic freedom. However, discrimination and harassment are not within the protections of academic freedom or free speech.

Harassment of an individual or group on the basis of race, sex, color, creed, religion, age, national origin, disability, marital status, status with regard to public assistance, sexual orientation, or membership or activity in a local commission has no place in a learning or working environment and is prohibited.  Sexual violence has no place in a learning or work environment. Further, the College shall work to eliminate violence in all its forms.  Physical contact by designated system, college and university staff members may be appropriate if necessary to avoid physical harm to persons or property. 

Lack of English skills will not be a barrier to admission or participation. In order to eliminate barriers, the College takes appropriate measures to assess each student’s ability to participate and benefit through placement testing and counseling.   Based on the assessment and counseling, students are then provided with campus services or a referral to community services to be better prepared for successful participation.
